This is not my favorite 25, but the most suitable Greatest Hits package, (no
particular track order):

2. Gloria
3. Sunday Bloody Sunday
4. New Years Day
5. Pride*
6. Bad (Live)
7. Where The Streets Have No Name*
8. I Still Haven't Found What I'm Looking For*
9. With Or Without You*
10. In God's Country
11. Bullet The Blue Sky (possibly live version)
12. Desire*
13. Angel Of Harlem*
14. All I Want Is You
15. The Fly
16. Mysterious Ways*
17. Even Better Than The Real Thing*
18. One*
19. Who's Gonna Ride Your Wild Horses*
20. Numb
21. Lemon
22. Hold Me, Thrill Me, Kiss Me, Kill Me *
23. Discotheque*
24. Staring At The Sun*

  
this I would think would have to include all of U2's highest charting singles
in the US, they have had 13 top 40 hits in the US, denoted by *, seeing that
most of their monitary support is in the US, other than that, a few
necessities (SBS, NYD, BBS, Bad,) along with fan favs, (AIWIY, IWF, Gloria) so
that would make the top 20, and from there, the substantials like The Fly,
which was the point where the whole thing changed,
Numb, which was close to charting, but deserves recognition for being
innovative, In God's Country was another single off of their biggest album,
which charted pretty decent. Lemon, another single which did well everywhere
but the US, and what more fitting way to close out the album than with the
song that ended sooo many of their shows throughout the 80's:
   
25. "40" (although this one is debatable, I couldn't think of a more fitting
way to close out the track list)
