You are mistaken. They owe you 4 issues for the money you paid. That's
it. They don't have to get them to you in any specific time period, and the
paper you filled out for your subscription said as much. That means they
could, technically, send you one per year if they felt like it, or even
less frequently than that! They do not guarantee they you will get all of
the 4 issues within a year.

But you read everything you sign, so I didn't have to tell you that...right??
