I'll try and make this a quick questions. I was looking at some
multi-platinum certifications on the billboard online site and was a
bit perplexed. Going by the numbers reported by Billboard themselves
and other reliable sources like Rolling Stone, these certification
numbers are way off. For example

Alanis: my estimate = ~1,000,000
Billboard cert. = 3,000,000

Jewel: my estimate = ~900,000
Billboard cert. = 2,000,000

Garth: my estimate = ~2,500,000
Billboard cert. = hold on to your cowboy hats
12,000,000!!!!!!!

I can understand the first two if they are counting how many were
shipped. But what is with the 12 million.

Does anyone know how they come up with these numbers??
