Need info on 2 questions

A few questions that I've been meaning to ask for ages.

Question 1

I picked up a video about 8 or 9 years ago at a record fair. It's entitled
U2 Video Sampler and has the Island Label and
the code BOU21. By the looks of things it was produced for in store viweing
in record shops and such like. Has anyone
ever heard of this. Is it an official promo or a boot? Worth anything?
The video contains all the Island singles up to WOWY except THBAO and Fire
(surely U2's worst ever
choice of single!) and has a few extras like Bad at Live Aid.
I've visited a few sites to track it down but can't find anything.
Any info would be well appreciated.

Question 2

Has anyone noticed that the CD release of October has a different inside
cover photograph from the original
vinyl/tape versions. The worst part is the photograph used isn't even from
the October era (looks like the UF photo
sessions but I could be wrong). What's that all about?
