Here comes the rest of the HotPress article:

As for the Best of ... the opus features an instantly recognisable face
on the cover.
"A few different concepts were discussed but then it was decided,
rightly I think, to use one of the outtakes from the War sessions,"
explains U2 art designer Steve Averill. "This is an album that's rooted
in a certain time and a certain look so something more recent wouldn't
have made sense."

For the non-trainspotters among you, the cherubic chap in question is
Pete Rowan, then aged seven, who's the brother of Pelvis'Johnny Rowan.

"The photographer was an Irish fellow by the name of lan Finley who went
on to become a barrister," Averill laughs. "Actually, what hasn't been
widely publicised, is that the gas-mask shots we used for the "Sweetest
Thing" single cover were also from the War session. It's one of those
things that didn't quite work then but does now."
